Strange Routing Error in ISA Server 2004

Hi,
I've three subnets, one of these is local all the others are in branch offices.
All users can browse internet and use all the network feature but the mail protocols works only from local subnets.
In example:
Rome: 192.168.17.X
Milan:  192.168.19.X
in my isa server i added a static route 192.168.19.x mask 255.255.255.0 192.168.17.1 that is my router
on the remote computer i added a static route 192.168.17.0 .... 192.168.19.1 that is the remote router that reachs Rome router.

from Rome i can use all mail protocols, from Milan office i can use all protocols but i cannot read email using an outlook account, the same account used in Rome office works fine, the same pop and smtp addresses are reacheble via http clients,
The worst thing is that i cannot log any activity by the isa server snap-in, only the Rome traffic is visible, i can see the remote users only in the monitoring session.

Anyone has an idea?

Are all the addresses behind the same ISA Firewall NIC?

Yes,
all the address are behind my internal network card.
I solved the mail problem but the i cannot figure out why i don't see any traffic from the other sites.
