T3 Protocol not pass ISA Server 2004

Now I begin install and config ISA server 2004. But I have using T3 protocol
(T3 same service on Weblogic Server). I config on rule allow all aboud traffic outgoing( HTTP, HTTPS, FTP,...)
I have problem. I When I deploy application to internet using T3. Protocol T3 not running.
