Temporary site to site bridge via dial up?

I have an urgent need to link a new site to the existing main site but unsure if I can make it work.  Here are the details:

Existing site:

SBS 2003 running DHCP, ISA 2004 with dual NICs and ADSL internet connection.

New site:

Fixed IP wireless APs with handheld terminals/scanners (also fixed IP) all in same IP range as existing site.  Only dial up available at new site

Basically I need to be able to link the new site to the existing site so that the handheld scanners can connect as if they were installed at the existing site.

Can I create a VPN connection via a dial up connection to the Internet that will let me bridge the new LAN to the existing one?

I was only just told of the requirement to have the terminals running before we migrate to the new site so looking for quick and easy solutions.  I am happy to put in a temporary Windows 2003 server to act as a router, but not sure how I can make it work with the same IP subnet in use at both sites?
