Firewall specs:
-ISA2004 / SP3 (Patches are current as of 10/27/2008)
-Windows 2003 / SP2  (Patches are current as of 10/27/2008)
-ISA firewall is domain joined.
-All the traffics go through ISA firewall (2 NICs)
-Windows XP and Windows Vista Clients (All have firewall client installed and web proxy enabled).
-DNS WPAD.
-Only two ISA Networks (Internal and External)
-HTTP and FTP caching are disabled.
-HTTP compression is disabled
-DiffSrv Preference disabled

Since Friday (it could be earlier than that), users are reporting that they can't get to certain websites.  I also tried to access the following sites with IE7 from my workstation with the same result:
http://www.cabelas.com
http://code.msdn.microsoft.com

I get this error message when proxy is enabled:

When I test the sites from outside the ISA firewall, I have no problem accessing the sites.  So we can rule out the client and the remote server as the culprit.  This is starting to become a big problem.  I would really appreciate your help on this issue.

Enable the compression filter to see if that fixes the issue.

Thanks you!

I just enabled the compression filter.  Now I can access the websites without a problem.  Can you please explain what happened?

Well glad that fixed it.

It more likely that the site is sending compressed content even though it was not requested.

ISA SP3 includes a check that blocks compressed content from web servers when compression was not requested and the filter is disabled and is not able to decompress the response and possibly bypass the HTTP filter checks. It is also possible that you have configured and enabled network compression elements and the filter was disabled. The compression filter is a global high-level filter so decompression must occur before anything else.
