The plan: For each request to access a website on the internet the end user's workstation would route to a proxy server, where software/hardware would determine whether the website would be used for business use or personal use. If it is perceived to be personal it would route it via bonded T1 lines, if it is perceived as business the program would route it over a DS3 loop.

eg:
An employee wants to go to itunes.com ~> Deemed Personal ~> routed over T1s
An employee wants to go to www.edcmag.com ~> Deemed business ~> DS3

My manager suggests using a proxy server running windows ISA. I haven't been able to find anything that suggest ISA could do this. This project is in the research stage at this point and I am trying to gather as much information as I can. Does ISA have the internal capabilities to do this? Any suggestions on accomplishing the plan above would be fantastic.

The ISA Firewall is actually a Firewall, like the PIX ASA or Check Point NG.
