I had a view at Event Viewer and i found these

ERROR 1 : The Web Proxy filter failed to bind its socket to 172.16.24.29 port 8080. This may have been caused by another service that is already using the same port or by a network adapter that is not functional. To resolve this issue, restart the Microsoft Firewall service. The error code specified in the data area of the event properties indicates the cause of the failure. ERROR 2 : ISA Server detected a proxy chain loop. There is a problem with the configuration of the ISA Server routing policy ERROR 3 : ISA Server detected routes through adapter External that do not correlate with the network element to which this adapter belongs. For best practice, the address range of an ISA Server network should match the address ranges routable through the associated network adapter as defined in the routing table. Otherwise valid packets may be dropped as spoofed. (This alert may occur momentarily when you create a remote site network. You may safely ignore this message if it does not reoccur.) The address ranges in conflict are: 172.16.24.128-172.16.24.254;172.16.24.0-172.16.24.0;172.16.255.255-172.16.255.255 ERROR 1 & 2 are ISA warnings generated in Event Viewer and ERROR 3 is Microsoft Firewall error

Yes .. Yes ..Yes, I had that problem too with my ISA Server working on Windows Server 2003, and when i reboot my PC, that do nothing but when Enable and disable it works pretty good but sometimes it back again even in less that 15 min.
And ALERT !! is -- Network Chaining -- or something.
i know why i got that but beleive me friends i tried alot alot of NAT Scenarios my current one is:
  • Router IP for LAN: 192.168.16.1
  •   External NIC: 192.168.16.2
                                        255.255.255.0
                                      192.168.16.1
                   DNS: -------------------- [ Null]
                    DNS: ---------------------[Null]
  • Internal NIC: 192.168.15.1
255.255.255.0
192.168.15.1
Primary DNS: 192.168.15.1 ( while my server works as DNS too ) Still monito if it will return me an error needs to enable or disable my NIC card to work. Only did it yesterday.
OR DNS: 192.168.16.1 ( My Router, and it works also) yep, gives me error and no browsing thus i do disable and enable again to let it work.
Alternative DNS: 62.140.73.1 (External gate way, Real IP )
