I am trying to setup two ISA 2004 servers on the same network. Each has its own external connection to our ISPs. I would like to have all users use server 2 to get to the internet and be able to use server 1 if server two is unable. Please advise as to my best approach.

You may want to check rainfinity:

Sure, you can! Add the second server in a back to back scenerio.

If both servers are on the edge, what would tell the clients to switch to server 1 when server 2's connection to the internet goes down?

ISA doesn't have the capability to automatically switch (at least in Standard Edition). That's why you need rainConnect.

If you are using the Enterprise Edition you can use Network Loadbalasing Service to get it to work. If you are using the Standard Edtions se the Articel above.
