I will be installing ISA 2004 for the sole purpose of Web Filtering internal users to specific URL's. Is there a way to monitor outbound traffic and capture it to add these URL's to the filter rule?

Yes. If there are just a few of them, then you have to create destination sets and only create access rules to those destinations. So if they donĘt go there, they get blocked automatically by default deny rule at end
