Status: offline 		I will be installing ISA 2004 for the sole purpose of Web Filtering internal users to specific URL's. Is there a way to monitor outbound traffic and capture it to add these URL's to the filter rule?

The ISA firewall has very impressive abilities at logging and filtering. Especially true when installed in full firewall configuration with the firewall client.

Make sure to configure the clients as Web proxy clients too.
