Is it possible to allow and/or disallow certain users and groups to be upstream routed. Or, is upstream routing an "all or nothing" deal?

I have an educational situation with some classrooms. All users and workstations log in through the ISA server. I want to force the classrooms to an off site content filter and allow the admin. side full access to the internet. Since all need the web proxy to "get out", all end up routed to the filter.
