I have 2 ISA servers setup, brand new.  In the Web Browser tab, under "internal" properties, I have it set to use an alternate ISA server (ISA02) if the ISA server is unavailable. Client autoconfig script points straight to wpad.dat file right now, and that wpad.dat file shows "BackupRoute="PROXY isa02"

Clinet PC is pointed to that wpad.dat for "Use auto config script" and will be fine as long as ISA01 services are running.  As soon as I shutdown the firewall server to simulate a failure, the client will not work anymore.  It won't use ISA02.  If I point it to use ISA02 directly, everything is fine.  Why is the backup route not working?

The reading I have done seems to suggest that true fail-over can only be accomplished with ISA Enterprise versions in a cluster.  The setting to which you refer allows you to bypass the web proxy filter not the ISA server itself.  Generally that should be left configured for direct access to provide the best compatibility with java websites.
