User session timeout

We have three ISA 2000 servers in an NLB cluster, although the ISA installations are not clustered as there is no AD in the network they are in.

Two of the servers are Windows 2000 server SP4 and one is 2003 SP R2 SP2

On the W2k servers the user web sessions seem to expire quickly, so the session list shows activation times in the last few hours. Average session list is about 50 on each server

On the w2k3 server the web sessions don't seem to die at all so we have activation times over a week ago, or back till the latest restart of the web proxy service.  Session list is about 900.

All the servers have a session timeout of 7200 secs (we had some problems with shorter timeouts with users reporting sessions dropping while they were halfway through filling in forms etc)

Does anyone have any idea what is causing the difference between the servers? As far as I can see the setup is identical.
