On ISA 2000, my users could access in Intranet just fine with a public account. When the user would need to access an external Internet site, they would be prompted with a username/password/domain dialog and could enter their credentials, and if they were part of an Internet enabled group, be granted access. Worked perfect.

On ISA2004, my users can still access Intranet sites fine, but when they want to access an Internet site, they are never prompted with a username and password dialog and access to the site fails.

How can I get ISA 2004 to prompt the user for a dialog allowing them to enter their credentials in order to access the Internet?

Yes, the default behavior was changed in ISA Server 2004. Read this thread for details:
