VNC problem

i have the env of win2000 advance server and isa 2000 (integrated mode) with all updates service packs and feature packs.DHCP is configured for dynamic ip lease.firewall client is installed on every user.web pages are accessed by proxy setting given in IE settings by giving the ip of isa server 192.168.0.1 .i have installed vnc viewer on server (192.168.0.1)..and vnc server on the locally computer (192.168.0.10).i have also made two protocol rules 5800 and 5900 tcp inbound. after that made two server publishing rules.address mapping is ip address of internal sever (192.168.0.10) and in external i have given 192.168.0.1's external ip which is suppose 202.63.86.203. i can connect vnc server from vnc viewer.
now problem is that i can only use vnc locally.if i try to connect from somewhere else it never connects.any idea what i m missing...........
