VPN Client on same network as ISA int network uses

As long as my vpn client comes in on a network different than that of the ISA internal network, things work great.  If say  a vpn client is sitting on a 192.168.1.0/24 network which is the same as my ISA Int network, then they can't reach anything.

I am using the relay agent and I have DHCP running on one of my internal servers.

I tried using a static pool of 172.16.x.x and no luck.  I know most likely it is a routing issue, but I can't figure out how to fix it.  I have tried adding a static route on my ISA box route add 172.16.x.x mask 255.255.x.x 192.168.1.1 and that didn't work.

How do I about getting this to work?
