VPN Clients not able to see DHCP server

Dear All

My users seem to be able to authenticate with the domain but when they are connected they get a 169.254.x.x address - to my knowledge these IP addresses are created by windows when they can't receive an address from a DHCP server.

If it helps, the VPN clients do pickup the DNS servers IP addresses.

The ISA server currently has the DHCP service installed on it - initially the bindings were set to the Internal Nic but I have since ticked the External Nic as well.

I've been advised to take the DHCP server off ISA and to put it on my DCs, it is something that I will consider doing in the near future but for the mean time, please can someone point me in the right direction.

PS. My ISA server has 3 nics installed:-

External - Public IP
Services - 192.168.254.1/24
Internal - 192.168.50.1 & 192.168.51.1/23

To give an update and more information:-

I've now uninstalled DHCP off the ISA Server. I've installed DHCP on one of my DCs. Under RRAS I've configured a DHCP relay agent and DHCP seems to be working ok for the Internal network.

Unfortunatly VPN clients are still getting the 169.254 address :(

Under monitoring I see this:-
