Is it possible to set up a IPSEC link between a PIX or Watchguard and ISA and have ISA manage Internet access of remote site?

Any pointers would be helpful...

Hi Chris,
I'm not sure what Internet access means in your scenario, but if you ask if they can use the web proxy on the local ISA, the answer is yes, if their browsers are configured appropiately. Also the pix should block the "other" path.
If you ask that "all" the traffic destined to the Internet from hosts behind the pix to be simply send through the VPN tunnel to ISA (using IPsec SAs to do that), the answer is no.
