VPN with 2 NIC (How To)

Hello every one.

I am kind of new to this forum and apologize for any newbie questions.

Basicly i have a server with following details,

I have 5 users and all of them are directly connect to this server(SBS 2003 with isa 2000 and Exchange)
Modem is d-link
Nic 1-Internet:
1. Ip is xxx.xxx.xxx.xxx which is live ip
2. Subnet is 255.255.255.248
3. Dns is my ISP
Nic 2-Local
1. Ip: 192.168.1.3
2. Subnet:255.255.255.0
3. Gateway: Empty
4. Dns is my ISP
DHCP
192.168.1.3-192.168.1.201
Also dhcp advertise the correct ip address for the systems
I have no problems accessing this fron outside like Web or OWA.
I have create the policy for port UDP 500 and the other one which i think is 1701 or something similar.
Then i went to routing and remote access and configured it with the following options.
1. VPN with no nat and firewall.
My problem is everytime i connect to the serer from outside i will connect but my dhcp can not allocate any ip address and instead my ip address is 169.xx.x.x (you know). Any ideas or help will be really appereciate.
