WPAD and 2 ISA servers

We are running two stand-alone ISA servers connecting to two different internet connections (for redundancy). We have 20 DHCP client PC's connecting to the internet via ISA1 using wpad autodiscovery in DHCP and DNS. I have setup the client setting in the Web Client to use the ISA2 server for a backup route when ISA1 is not available.

However; when I shutdown ISA1 to simulate a failure; clients do not automatically start using ISA2 as the their proxy; but they get a "400 Bad Request - The data is invalid. (13)
Internet Security and Acceleration Server" error in Internet Explorer.

I have checked the WPAD config. with Tom's "testautoconfig.vbs" script and it appears that it is publishing the ISA2 as the backup route.

We ARE running ISA SP1.

Can anyone help?
