Web Filter or Application Filter?

I have been tasked with writing an ISA isapi plugin to read and verify xml SOAP.

Should i be looking at creating a application filter or a web filter?

My initial thoughts were to use web filters, but looking on the internet there is a similar product X-Wall ISA that does things close to what i intend to do (plus a lot more). As far as i can see X-Wall is implemented as as application filter - they have a lot more experience and expertise in this field so there must be a valid reason why its implemented as a application filter.
