Web publising using NLB

Status: offline 		We have an Enterprise set up with two ISA servers publishing websites.
One site works fine but the other website does not seem to work using NLB.  The website is accessed sometimes the for other users fails.  Could NLB stp this working for one published site but not the other or does it sound more like a web publishing error?
