I need to setup a system that will allow me to quickly redirect traffic to my published website to a different server with a splash page explaining the outage.
When we do maintenance on our website, I would like to redirect inbound traffic from external networks to a different server. It looks like the best way would be to temporally change to TO field in the publishing rule to the second server then change it back to the production server when we have completed maintenance.
Is this the best way to do this?
Do you think I’ll need to reboot ISA?

you can create to web publishing rules, one for your production server and another one for redirection and disable it, when you have to change the direction, just make vice-versa, enable second and disable first,

and no, you not need to restart isa server
