We recently deployed new ISA 2004 servers. No issues trying to access most sites. However when we try to access http://www.371.net we get the Website cannot be found error. 11001: Host not found.

If we don't have a cookie already installed on the machine it will re-route to http://%20www.zz.ha.cn/371/index.htm&11121315=273208488
That site will fail the same as well.

Http 1.1 through proxy is enabled in IE. And cookies are enabled as well.
NSlookup on the iSA server resolved the address. and Ping is successful as well. For those reasons I don't think we have a DNS issue.

What configuration are we missing?

Why is the site double encoding the URL?

I don't know. I don't have anything to do with programming/development of this site. It is Chinese News/Email site that a user needs access to.
