Weird firewall rule behaviour

Dear All,
This is my first post. Hope you guys help me on this.

I have a firewall rule call Full Internet Access that allow All Outbound Traffic from All Networks (and Local Host) to All Networks (and Local Host) for group Full Internet Access.

This rule work well until I trying to access to Office Communicator. The logging shown Denied Connection for this Full Internet Access rule.

If I change the group to All Users, I can access to Office Communicator without problem.

P/S: I am a member of the Full Internet Access group.

I can't understand the logic. Can someone please guide me on this?
