Hi amodiamm,
There is third party software called TQuota with which you can apply bandwidth policies in ISA2004. I think there's a link somewhere on this website. Otherwise search this forum or the internet for it.

Hi abruggeman,
Keep in mind that bandwidth priority is not the same as a bandwidth quota. Bandwidth priority refers to giving higher priority to more "important" traffic, not limiting the amount of traffic (a quota).

Thank You ALL,
Is there any way round where I can give priority to specific link, e.g if my users type http://www.google.com, my isa2004 should keep this on high priority.
regards Amodiamm

Hi amodiamm,
No, but you can enable ISA Server's web caching, which will speed retrieval of frequently-requested content.
