Why nothing works if in CACHE mode?

Status: offline 		What I do not understand is WHY nothing seems to work if ISA Server is installed in CACHE mode... There is no FIREWALL but webcams, java, etc DO NOT work... Is it possible to install in CACHE mode but NOT have the ccomputer be the gateway? Allow computers to connect directly to a Modem Router and then have a Computer on the network that does Web Proxy cache ONLY?
