Would ISA Server 2004 block specific IP address

It is weird that from a couple of weeks ago, our ISA Server start blocking one of our customers's access, that they can not access our web and FTP server anymore. From the ISA Server log, the web publishing rule allows the traffic, then that's it, no further traffic. At our client, they got the timeout error.

Any idea?

That customer generated a lot of hits on our website using some robot aplication, would it cause that problem?

It appears that simple rebooting the ISA server resolves the problem, but still can't figour out the reason why it would do that.

Any comments?
