a little problem with /23 class

i have 192.168.160.0/23 behind isa
the dhcp has assign 192.168.160.255 and 192.168.161.0 to clients
but isa does not route this pakets.
Is this normal?

What subnet is on the internal interface of ISA?  Is it in the /23 subnet?  If your internal interface is on a different subnet than the /23 subnet, you will have to have a static route from ISA to whatever is routing between networks behind ISA.  If the ISA internal interface is in the /23 subnet, you shouldn't have an problems from a routing perspective...  Is the /23 subnet assigned to the "internal" network on ISA?
