authentication dialog box bocked

We have a network of 400 users behind ISA 2004.  When users try to go to a government webiste from outside the network they instantly see a pop up box asking for a username and password.

From inside the network (behind the ISA server) they go to the same site but no dialog box appears - and after timing out - they get an Unauthorized from the website.

What can I do to resolve this?

FYI - I'm running behind ISA 2006 SP1 and I get an authentication prompt from the website.

What ISA client access are you using?
Try turrning off "Enable Integrated Windows Authentication" in IE advance settings.

Thanks for your input.
Tried turning off 'Enable integrated windows authentication' no change.
We do not have the firewall client installled.
Any way to bypass ISA firewall etc for this site?
