authentication problems

I run ISA in a winnt 4 domain on a 2000 member server with win 2000 clients
I've created a client address set to ban certain users. When a banned user tries to access the internet it comes up requiring a username and password. Whilst it wont accept theirs it will accept a username and password of a valid person and lets them on. How can I take away the username and password that appears.

Hi Stocks,

Are the users trying to manage the server from a host on the Internal network? Do they have the ISA 2004 management console installed on their systems?

Remove Basic Authentication
and Add Integrated authentication

but : As long as ppl have other ppl passwords , you will keep getting problems.
Instruct your users that they are responsible for their own userID's and passwords.
