block download of songs

I am using isa 2004 on windows 2003 with 70 client computers of windows XP and windows 2000.
I had blocked the download of mp3, avi, 3gp etc ....in the CONFIGURE HTTP --> EXTENSIONS.

It works fine ..but after some days i found that users find a way to download songs from this website

http://www.radioreloaded.com

when I investigate i found that there is no extention with the files when downloading song...

Then users manually change the extension of file to MP3....

How can i block the download from this website ?

Any help will be highly appreciated ..
