hi every body i have ISA server 2006 my network requirement is only to allow full access(browsing and downloading) to gmail ,hotmail ,live and yahoo and deny all other website
i have made access rule full access from my internal network to url set and domain set contain *.yahoo.com *.gmail.com *.hotmail.com http://yahoo.com/* http://gmail.com*
...... etc
but it only open the website home page with no photo or flash and i cannot access mail

You're headed down a long dark road. You are following after 1990's "thinking"
There is pretty much no such thing as a "single" web site that stands by itself. Just about all but the simplest web sites out there are made up of bits and pieces from dozens of websites. If you don't allow all of them that are involved it will not work.
You have to watch the logs and include all the sites that the logs show are tied to them.
Also,...SecureNAT Clients will not use Domain Name Sets or URL Sets,...they will only use Computer Sets that are based on the IP#, the IP Range, or IP Subnet.
You are also going to have a pretty tough time installing or updating Flash or any other plugin without allow the sites related to them.
