i2004 access through isa to perimiter bcm

I am trying to get i2004 IP phones to communicate from the internal network to the BCM50 on our perimiter network with little to no luck and could use some guidance.  I have two temporary access rules: one allowing all outbound traffic from our bcm on the perimiter to the internal or perimiter network and the other rule allowing all outbound traffic from the internal or perimiter network to the bcm.  I have also created a network rule between the internal or perimiter network to the internal or perimiter network, routing, and nothing.  In the logs I see that it seems to make a connection to the bcm on 7000 but then the phone says "server unreachable" and I don't see any failures in the log.

I am not a network guru, just a programmer that got saddled with the job, any help would be greatly appreciated.
