ISA Server does not support using a path to direct a client to the root web on an internal Web server.

For example, you might want to have the path:
http://www.webserver.com/stuff

be redirected to the Root Web on a machine named STUFF on your internal network. What will happen instead is that the client will be redirected to:

//STUFF/stuff/

Which is not the Root of the Web.

In order to redirect to the Root, you will ahve to use the "Directories" tab in the Properties of the /stuff/ folder on the internal web server, and configure requests from that folder to be redirected to the Root.
