ISA Server restricting FTP uploads

 Hi,
i am a system admin for a small software development company. my network is not protected by any firewall and it's open for internet 24 hours. so i installed ISA server and by default i allowed all IP traffic, all protocols etc., but the problem i have faced is, users are unable to upload files over FTP to the internet sites. then i removed the ISA server i.e uninstalled the software. even then the problem remains the same. the error that it is giving me is

" Access denied. Your ISA server denies this operation."

can u suggest me any solution for this.
