Same rules apply here as Dungeon Siege or any game for the matter that you want to host from behind the ISA box.

For inbound hosting:

Jedi Knight 2 (UDP 28060)

Primary:
port 28060, udp, receive send

Secondary:
port 28060-28081, udp, receive send

Jedi Knight 2 (UDP 28061)

Primary:
port 28061, udp, receive send

Secondary:
port 28060-28081, udp, receive send

Primary:
port 28062 udp, receive send

Secondary:
port 28060-28081, udp, receive send

You can just run the server now & make it a internet server. People can join from the game server list.

If you want people to be able to join by IP rather than the Game server list. You need to create another rule also

Primary:
port 28070 udp, receive send

Secondary:
port 28060-28081, udp, receive send

Once created you can publish server, internal IP should be the machine hostin & external should be the Internet NIC IP. Make a Publishing rule for each of the inbound rules. So there should be 3-4 rules created.
