H.323 error on startup

When ever I shutdown and reboot the 2000 server I always get an error message on startup about H.323 and the RPC server not avaible: "The service failed to initialize COM security parameters. The service will continue to run, but may be unavailable to administrative applications. Error code: 800706BAH Error text: The RPC server is unavailable." With Event ID 21059. It is immediately followed in the event viewer with - "The H.323 Gatekeeper service has started." The H.323 node shows that it is not avaible in the MMC from a Terminal Services session and says that I don't have enough privilages. I have searched here and can't find any reference. Does anyone have any experience with this error?
