How does ISA pass through RTP traffic

Our company is trying to use MGCP IP phones inside ISA. I open the MGCP port 2427 in "Protocol Rules".
I also tried to open udp port range (16000~32767) in "Protocol Rules" which will be used by RTP.
I could make calls to outside ISA and also could receive calls. However we hear nothing from each other.
It seems that ISA could not pass through RTP traffic. Maybe the destination port of RTP is so high that
is blocked or dropped by ISA.( Normally, IP phones use the port range(16384 ~ 32767) to carry RTP audio stream.)

I will appreciate if someone could help me solve this problem.
