I have ISA 2004 running on windows 2003. I am using ISA as a proxy server. My users are complaining that accessing the internet is slow. I can only assume that there is something in the cache rules that is causing the connection to be slow. How can I troubleshoot the issue. I really want to turn of all caching. I have surf control on the same server that is using doing the web content filtering so ideally I only want the ISA server as a proxy server.

Caching is OFF by default so if you enabled it, you should know how to disable it.  Caching will NOT slow down the browsing.  To the contrary, it will speed it up.
