prince,

Try creating an IP packet filter with the same port 3306.
Restart the Firewall service and test from the outside

prince,

Did you verify that port is open on your ISA?
netstat -an | find ":3306"
When you connect from the outside, are you using the external IP Address of the ISA server, or a name that resolve to thie external IP?

Prince,

I 've been looking for an article about MwSQL and ISA 2000, but I did not find one.
I believe you could make use of this article:
Publishing a SQL Server Computer with ISA Server 2004
http://www.microsoft.com/technet/prodtechnol/isa/2004/deploy/publishingsql.mspx
It is with ISA 2004 and SQL, but I believe the same principle should apply.

Good luck
