non standard web port problem

hi

we have implemented an ISA Server 2004 box as a proxy, it seems to be doing something strange, but this might be normal, can anyone let me know?

the server has 1 NIC, and staff are using it as a proxy. when they connect to a website on a non standard port, ISA is trying to connect to the upstream proxy on that port, rather than encapsulating the non standard port in the headers and passing through the upstream on port 80

previously squid cache's were in place, and they did this fine. is this because the ISA server has 1 NIC?
