Help on ISA 2004 VPN issue

Hi all,
I've Installed  ISA 2004 SE on a computer running Win 2003 SP1 with all updates. The server acts as a domain controller for and Exchange 2003 server. This server is the only DC for the AD forest.  After  ISA 2004 installation  I noticed that in MONITORING/SERVICES, there is a RED ICON with and "X" in the FIREWALL SERVICE. I also noticed that Service Uptime = ???????.  When I try to change one firewall policy's order and then click APPLY button, the following message appears:

"The configuration changes were saved to storage, but at least one service failed to load these changes. The event log may include additional information on possible reasons for failure."
When I try to run monitoring it says that some service is failed

Interesting in tat case is that Almost all policies are doing well except VPN policy.
I cnfigured My ISA to be VPN server butthere are something interesting no clients can connect to my network.

ISA is configured as a BAckend firewall because tere is ADSL router which provids internet access. ADSL router owns public IP address of my rganization and is configured to forward all trafic to my ISA server. The ISA has two IP adresses.
The event log shows nothing.

When client wants to connect it receives the following error:
Error 691: Access denied because username and/or password is invalid on the domain.

If you have installed ISA on a domain controller than it is an unsupported configuration unless you have an SBS configuration.
