it is working or not?

where exactly is located your exchange server ?
on ISA internal network?

Well now its working.

ignore the part about me creating another network for sonicwall, that didn't work.

exchange is on the internal network of ISA.

by the way, if you have created the publishing rule like here:
http://www.isaserver.org/articles/2004outboundsmtprelay.html
this means allow ISA to listen on its internal interface too for outbound connections the only rule to modify will be to allow ISA(localhost) smtp access to external(edit the system policy as described in that article).
you don't need two publishing rules: just one that will listen for both interfaces(external and internal) and just do the editing of the system policy to allow access from local host to external.

Yep, that's the article I read right before I got it working.

Part of the problem was the smtp was still bound to the internal NIC, as opposed to both external and internal.
