FTP, IRC problems

Hi,

I'm running an ISA 2004 server with 2 NIC's. My clients are only configured as Webproxy clients. My problem is that I cannot connect to any FTP site(passive or otherwise). Neither can I connect to any IRC network with an IRC client(like Mirc). It works when I add a gateway to the client(SecureNat) but that opens it up to P2P and streaming. The reason I don't want to put in the gateway is because then users may just take out the proxy from their computers and in so doing bypass Websense. Any advice?

Maybe I should also mention that none of my clients do any sort of authentication. It's a P2P network with no restrictions except for Websense on the proxy (ISA 2004). We use static IP's on all clients.
