I am using an ISA 2006 array and gradually moving more web apps behind it. Now it is mainly used for publishing web servers, not for outbound HTTP from clients.

Can ISA 2006 detect/stop HTTP tunneling?

obviously YES!
ISA is an application layer firewall!
