Web Chaining Error

Anyone familiar with the error "Description: The Firewall service detected that the upstream proxy server x.x.x.x is not available. If the upstream proxy server x.x.x.x becomes available, you may proceed as usual. If it does not become available, check the status of the upstream proxy server. Verify that the Firewall service is up and running on the upstream server. Verify that Firewall clients are enabled on the network where the downstream server resides. Check for the absence of events indicating that Firewall client listeners failed to start on the upstream servers.".

I have 2 ISA2006EE in NLB at main office, all branch offices have a mix of isa 2000,2004,2006.
This message appear on all 2004 and 2006. All branch offices are chained up to the internal VIP of the isa2006EE.
There is about 45 branches, is this too many for the software?

Are you using Firewall chaining or Web proxy chaining?
