I am running a dual nic ISA 2004 server on SBS 2003 R2. On the internal
LAN is a server that cannot be joined to the domain because it is owned
by a third party medical vendor. Their server is operating as a Secure
NAT client and in order to grant the web access I removed the Web Proxy
Filter from my HTTP protocol so that their anonymous requests wouldn't
be forwarded to the web proxy.

They are able to access the Internet without trouble, but cannot access
any FTP servers.

When using Internet Explorer they receive the following:

"Windows cannot access this folder. Make sure you typed the file name
correctly and that you have permission to access this folder. Details:
The connection with the server was reset."

If I uncheck "Enable Folder View for FTP Sites" in the IE options I
receive:

"The page could not be displayed."

I attempted to use the command line based FTP.exe and it does prompt
for a username, but as soon as I put one in I get:

"Connection closed by remote host"

So as you can see I am stuck. My Internet Access Rule allows outbound
access for all users with all protocols and has the FTP filtering
enabled with the Read Only option unchecked. Any ideas on how to
correct this issue?
