RPC Server not available

I am running ISA Server 2006 Std on a Win2k3 server.  The ISA server is a member of the domain.  When I try to add a user or group from Windows i get a failure "The RPC server is unavailable."  Before getting this error msg. i can resolve the name of the desired group.  The ISA server can reach any box on our domain and is passing HTTP traffic for 500 users at this time.  When I watch this on monitoring, I am getting consistant NetBios denied connections on ports 135 and 137.  I have added a policy for RPC and Net-Bios for System and Network Service.  Any ideas where i am going wrong?????
