Currently the ISA 2006 login page is the default web page when accessing OWA. How do I change it so that the default page is the Microsoft Outlook Web access page (the page which allows me to choose OWA Light)?

When you create an OWA Web Publishing Rule, it will use the OWA page by default.

I already have a OWA publishing rule.  Still the ISA server page shows up first, then after logging in on the ISA page I have to log in again on the OWA page.  This is a FBA issue that I have yet to resolve on the Exchange 2007 Server side. 

But I still should be able to modify my Webmail start-up page.  How might I do this?

Make sure you disable the FBA page on the Exchange Server.

Then create an OWA Web Publishing Rule on the ISA Firewall -- that will bring up the OWA log on FBA page.
