I've installed an exchange 2003 server as a single server
Does the front-end and back-end are mandatory setup for ISA 2006 implementation?
Can it work with just a single server?
I need to publish/ enable access to Outlook Web Access, RPC over HTTP, Outlook Mobile Access.
What are the network configurations I need? What do I need to select in the ISA net work wizard? How many NIC's do I need?
The ISA will be placed in the DMZ
Will I need a verisign certificate or will the windows 2003 CA will do?
This all new to me and appreciate any help

All rules that you have listed can be published with a single ISA Server.
Two NIC's is better practice than one NIC

You can have your own CA and buy certificates from Verisign if you wish to have your certificates trusted, another way around this depending on how many users you have on your network. Once created your own certificate through your CA, distribute to all your users to have them install it on their workstations that way it can be trusted; than to purchase the certificates.

You should be able to find many of your questions here in better detail:
